In wooing federal employee votes on the eve of the election, Barack Obama wrote a series of letters to workers that offer detailed descriptions of how he intends to add muscle to specific government programs, give new power to bureaucrats and roll back some Bush administration policies.

The letters, sent to employees at nine agencies, describe Obama's intention to scale back on contracts to private firms doing government work, to remove censorship from scientific research, and to champion tougher industry regulation to protect workers and the environment. He made it clear that the Department of Housing and Urban Development would have an enhanced role in restoring public confidence in the housing market, shaken because of the ongoing mortgage crisis.

Message to Presidential Nominees and Appointees, and Members of the President-elect's Transition Team:

The Presidential Transition Act of 2000 (P.L. 106-293) authorizes the General Services Administration (GSA) to develop a transition directory in consultation with the National Archives and Records Administration (NARA). The Act provides that the transition directory "shall be a compilation of Federal publications and materials with supplementary materials developed by the Administrator that provides information on the officers, organization, and statutory and administrative authorities, functions, duties, responsibilities, and mission of each department and agency." Senate Report 106-348 clarifies that the directory is intended to "assist in navigating the many responsibilities that fall on a new administration" that is "confronted by an overwhelming amount of material."

GSA and NARA hope that this online directory will introduce you to the operation of the Federal government and the resources available to help you begin your service in the new Administration. If you have questions or comments about this directory, please contact us.
The phrase "Presidential Transition" refers to the activities that support the orderly transfer of executive power in connection with the expiration of the term of office of a sitting President and the inauguration of a new President.

The phrase "Presidential Inauguration" refers to the event every four years, on January 20th, when the President is sworn in and takes office, and other related events that celebrate this occurrence.
