CUSA outsourced some INS citizenship requirement programs (English language testing, for example), and was designed to speed up citizenship opportunities so that newly minted citizens could vote for the Democrat party, if not in 1996, then in 1998 and 2000.
Emanuel has denied any role, though the 2000 report makes clear he was involved.

This is particularly disgusting on the Democratic side, mainly because the Democratic Party is supposed to be the party of the little guy, and of fairness. Instead, it is becoming the party of Rep. Rahm Emanuel (D-IL) - the former investment banker and NAFTA architect who is cravenly trying to protect the moneyed interests that have underwritten his political career by playing to the ugliest societal instincts. The whole debate is about how much or little to punish undocumented workers - rather than about how to punish the moneyed interests that are abusing all workers, undocumented or otherwise.

(AP) WASHINGTON A financial disclosure report shows that U.S. Rep. Rahm Emanuel (D-Ill.) still has much of his assets in a blind trust.
But one fact remains clear: the Chicagoan is a millionaire many times over.
In his report for 2006, blind trusts for either Emanuel or his children were valued at between $6.5 million and $28 million.
Emanuel’s share was between $5 million and $25 million. It brought in between $250,000 to $400,000 in income.
Last year, Emanuel was chairman of the House Democratic Congressional Campaign Committee.
How on earth could an honest politician ever amass such a large fortune?
The new "golden boy" of the Democrat Party, the Israeli-American congressman Rahm Emanuel, is the son of a terrorist.
Really, I am not making this up, the chief power-broker of the Democrat Party, the 5-and-a-half foot foul-mouthed Israeli named Rahm, is the son of terrorist – a real living terrorist.
So, what do we do as citizens of the land of the free and the home of the brave fighting the War on Terror?
Do we run and hide from the foul-mouthed little Israeli who danced ballet and swears for effect - or do we laugh? Or do we demand answers? How can we respect a U.S. Congressman who served in a foreign army and whose father was a terrorist?
But even in the early stages of this renewed effort, negotiations have only underscored the party's problems. Some Democratic leaders want what they call a "mini bill," emphasizing border control, penalties on firms that employ illegal immigrants and stronger efforts to deny illegal immigrants government benefits. But Rep. Luis V. Gutierrez (D-Ill.), the point man on the bill, said he will never accept a measure that does not include a pathway to citizenship for the 12 million undocumented workers in the country.

Last week, I did a Luis vs Lou column and blog post....about how Gutierrez' appearence with CNN's Lou Dobbs a week ago might have triggered fireworks--but did not.
Dobbs very kindly noted the Sun-Times coverage on his show Wednesday. He opined that the reporter--hey that's me!-- was ``obviously devastated'' that the two had ``not gone down to the level fisticuffs'' over the issue of illegal immigration.

WHAT: U.S. Representative Luis V. Gutierrez (D-Ill.), chair of the
Democratic Caucus Immigration Task Force, will be joined by local lawmakers,
representatives from community based organizations and a diverse group of
immigrant and labor leaders at a press conference Monday, April 17, 2006, at
10:00 a.m., to announce a new initiative designed to keep pressure on
lawmakers to enact comprehensive immigration reform.
In an effort to build on the strength and importance of the recent rallies
and massive marches, Rep. Gutierrez will work with event organizers and
elected officials across the country to create an aggressive nationwide
citizenship campaign.
According to the Wall Street Journal, "The heated political debate over
immigration has sent foreigners who legally live in the U.S. scrambling in
record numbers to find out how to become citizens." In Chicago, Rep.

Department of Homeland Security, eight million immigrants are currently

Flake and LaHood meet regularly with Illinois Democratic Reps. Rahm Emanuel and Luis V. Gutierrez. Emanuel has been the top Democrat pushing immigration reform in the House, and Gutierrez co-authored the comprehensive overhaul that he and Flake reintroduced this year.
"It's important that this issue have a bipartisan solution," Emanuel said. "The four of us are friends. We trust one another, and we enjoy working together."
The foursome meets at least once a month with Homeland Security Secretary Michael Chertoff and Commerce Secretary Carlos M. Gutierrez, the administration's point men on the issue.
